‘Think global—act local’ is a mantra with which we are all familiar. It has led to individuals and communities around the world becoming more aware of global responsibilities and benefiting from the cumulative effects of billions of individual actions at grass roots level. The growing number of international partnerships and other international links take this to another level – in short, ‘think global—act global’. International partnerships and links provide the opportunity to share experiences gained at the local level with others across the world. International partnerships and links provide substantial mutual benefits.

If the European dimension is increasingly becoming a natural arena for arts communities and their networks, the public and private national and supranational supporting institutions’ policies need to develop a new framework able to cope with these ongoing developments. There is an increasing mismatch between cultural needs on the one hand and available tools on the other. Institutions have to learn to deal with the current economic insecurity/ instability and the difficulties involved in piloting a critical mass of funds and resources in the direction of cultural cooperation. An understanding of the new framework of international cultural cooperation and of its implications in terms of policies, tools and actors, a comprehensive evaluation of the experiences and practices developed in the past few years and of the key strategies set down for the near future (2003-2005) are preconditions identified by the main public and private policy makers for defining appropriate and innovative strategies, action plans and methodologies.

This book, which entails steps, tools and case studies from various cities in Turkey for planning and implementation processes of local cultural policy development, was designed as a resource for local governance and civil society organizations working in the field of culture. Comprising the experience and observations acquired in the framework of the Invisible Cities: Building Capacities for Cultural Policy Transformation in Turkey project implemented by Anadolu Kültür and İstanbul Bilgi University, the book aspires to be of use by presenting an overview and raising a variety of questions through the transmission of this experience. We believe it is important to share all the experiences from the cities in the scope of this project, which may be considered one of the pioneering steps in developing local cultural policies, with their accomplishments and their shortcomings.

Culture can be a powerful instrument in promoting social inclusion and managing diversity. Participation in cultural activities offers city residents the opportunity to participate in society, with positive effects on wellbeing and self-development. Culture can support traditional ways of promoting social inclusion and social cohesion. Cities can implement a number of activities to increase access to cultural activities and to foster social inclusion through culture. However, attendance at cultural activities is difficult for some inhabitants. There are a variety of barriers that prevent disadvantaged groups from accessing cultural events as much as other groups. These barriers are mainly social, cultural or financial.

Creativity is like a rash. Everyone is in the creativity game. Creativity has become a mantra of our age endowed almost exclusively with positive virtues. Cities, regions and nations call themselves creative. At my last count perhaps over 100. This started two decades ago. Today we can talk of a creativity and even Creative City Movement, but back in the late 1980’s when most of the constituent ideas were developed the key terms discussed were: culture, the arts, cultural planning, cultural resources, the cultural industries. In summarizing some moments in this history I will be a bit biographical. I hope this will not sound too self-focused, but having written the book ‘The Creative City’ I am inevitably involved in its history. Of course, ideas are never generated on ones own. They are always nourished by collaboration and the work of others.
